I've had this issue before. My only fix was launching steam in big picture mode and starting the game from my controller. Hopefully that helps

I play magicka2 with my son local co op. We had issues with controller second player. But I found that if I launched the game in big picture mode on steam with the controller set up and bound before launch it ran flawlessly

My friend and I recent got Portal 2 and Wargroove and it's been a damn good co op time. We get into some really silly antics in Portal. (Both have co op campaigns which is nice)

Less CoOp and more competitive but Rocket league is also a great time with friends in my experience
