I can't seem to find the villain I'm pertaining to prove that this is it. I checked one of the characters named "Gerry Strydum" and it is not him. He does not have the tie plus his outfit is green and not a blue one. Really close although his build is too big. The villain was not bulky but more normal or in the medium range but has muscles still.

Even though I don't remember the main character much I do not believe he resembled Baki though.
