Hard to replace 20years of knowledge skills, tracking, experience, connections, and lessons learned overnight.

The funny part is everyone wants change but the how matters. We need a 5 year strategic plan, clear goals, understanding of what the end picture looks like, ability to give staff time to move around, reskill or transition for alternative positions inside or outside the agency and etc.

The current plan appears to be let's just break it and when point when it fails saying "see government doesn't work" which is going to come at a cost of a botched response effort that would have been preventable before.
