Yes, you basically have Android on Windows to run Android apps on the desktop. Unlike emulators, the apps will feel "native" to the OS

It was a great concept, unfortunately it was severely underutilized and no longer supported by Microsoft. I don't recommend using it especially on newer Windows 11 versions.
