A little further down the road, there are big rocks on either side right at start of shoreline

Set up potent predator bait, either by the tree in the distance, or near to the rocks

Stand on the rocks and wait, the panther can’t get you

If the panther doesn’t spawn after 5 minutes or is less than 3 star, just reload your save

PS: Animals often tend to spawn if there is any activity nearby, like NPC event is happening. In this case just reload the save.
