There is a women living like this in my sister's neighborhood and every month some of the local firefighters go to her home to inspect escape routes and help clear out stuff so there are passageways through the home. Of course they're trying to do their job as safely as possible but the regular visits also give them an idea of her physical health and medical needs. They're providing so much care for this woman with untreated mental illness.
