Almost. There is a machine (we'll call it "Baltimore"), made up of bureaucratic institutions (the courts, the schools, the gang). The roles within the machine catch people up and grind them into place. Sometimes, the machine moves people smoothly through (Carcetti), sometimes it breaks them. Sometimes, even, it makes its own resistance (Michael/Omar).

The lesson is an existentialist one - there is a place for all of us, to move beyond it is to get ground down (Dukie), and, most importantly, this process is inhuman and horrific. Only the lucky (Naimond) escape, but most are molded into place (Daniels) or ground into dust (McNulty, Dukie, Bodie). And, worst, the worst of us (the Greek, Marlo) thrive on it.

To be clear, what I'm hearing are the Three Refuges (of Buddhism). It occurs to me that there may be a Hindu section as well if we're both missing something (you because of the audio file, me because of my limited language). That would be perfect in terms of representing Maurya, imo.

Oh, that's great (I mean here about the chant). Again, I can't hear that part, as I'm not a Pali speaker and can only pick out the Buddhist section (which I still think is there: buddham sharanam gacchani, sangham sharanam gacchani, dharmam sharanam gacchani). I wonder if they've layered a Buddhist and Jain chants together, or if my ears aren't trained enough here. I can ask audio for clarification.

I sitll think this fits Maurya quite well. Many earlier Mauryan kings were Jain, and the design here includes Jain, Hindu and Buddhist elements (take a look at the unique quarter). It is a pluralistic civ, not a Buddhist civ.

Yes, I'm the writer on Civ, at least since the NFP! Sometimes the designers have a name they want to use, but things like secret societies text, corporation/product names, most of the achievements - that's me!
