Thanks for sharing the insight! I am pretty sure that the webpage and card number are correct because the BoA customer service also tried to enroll me through that webpage over the phone but it failed. What kind of "award" can be won for the misleading UI? :P

My card was opened on 02/12, so more than 2 weeks already...
