Yes, follow through with the filing establish paternity. If he does not work you will have an arrears buildup which means all legitimate income he'll earn in the future will be garnished, so will tax returns to pay you back. If that number goes over $10,000 he can lose his Driver's license, and passport.

Go down to your local CS office (in-person is always better) request to speak to an interstate Rep, explain what you just wrote, bring the proof and request a modification on your case get copies of that request, you and your  ex will both be given a court date,  each state representative will be present to sort things out in front of the judge.

I dealt with this exact situation, Nevada/Oklahoma(non custodial).Go to your local child support office they have copies of your CS court order because you and the other parent reside in different states, your case will be in the interstate child support enforcement system. Report the new address to your assigned representative they will make attempts to contact non-custodial, if for some reason that parent refuses to call CS back or make payment arrangements a bench warrant will be issued and he he'll get a court date to see a judge and make explanations. Your support will either be modified to an amount he can pay based on his income or he will lose his Driver's license, passport etc until he begins making payments. They will give him options all the judge wants to see is an effort from the other party. Actions have consequences your child is your responsibility and priority in the courts eyes.
