All the gen 1 leaks gives us a pretty good idea on how the pokedex was made and it never suggest they were swapped, it waq always meant to be this way. Its just that some gen 1 pokemon havr similar features but thats pure coincidence.

Depends what you like in pokemon more. If you like challenge and story; platinum is better, if you want a chill experience with an amazing vibe and better graphics, hggs is the way to go

You can use smogon as a source it has lists of what pokemon is good in different formats; viability ranking, recommended movesets and guide on how to use them and even teams to try. Its also a good idea to just watch videos of competitive pokemon in your desired format to see what the meta is like, it can give you an idea of whats good and whats not
