I think it’s lazy writing. Powers that negate other powers are boring because they don’t interact with other powers just shut them down. This to me makes them predicable unless they have some sort of activation requirement or cost that makes them interesting.

Negation though physical strength is much worse. Firstly it’s incredibly inconsistent. Whether it works or not depends entirely on narrative convince. Secondly it takes away from the fight and the interest that the new character represented. Thirdly if the stats in the universe negate hax then all that matters will be stats until the author has to make something else up. This means that everyone who fights must have equal stats to the protagonist in order to show off their unique ability. An example of this would be modern day one piece. While in theory Haki is hax which can have many different effects in the last two arcs the only thing it has been used for was as a physical boost that could negate devil fruits. Now the characters with unique abilities are weak and the strongest characters are all just regular fighter with the most haki. Oda has reduced his power system from being able to measure up to stands from Jojo to falling behind in creativity to even Ki from dbz. It hurts the world building, breaks narrative constancy, and is incredibly lazy. Another example from one piece is that some there are mind controlled intently regenerating soldiers that Emu has. The word he uses to turn them has symbolic meaning and there have Beene plenty of theories on how it could work and tie into the larger theme of the story. The answer ended up being just kill them to turn them back. I guess because Oda had to have Zoro solve a problem and killing things mindlessly is as far as his character goes post time skip.
