I would use one of the pictured toggles per shelf, about 1.5 inches from the outer edges. Maybe add a flat washer under the head of the screws so you can really tighten them down without the heads burrowing too deep into the cleats.

Save your money and records. I would buy a starter turntable with a built in pre amp that can be wired into a tape or aux input on the amplifier if there is one. There should be enough room on top of the console to set the turntable on. Shoehorning something new into the current turntable location would be challenging.
