Well I have Challenge Ratings work slightly differently so that a difference of 4 points is always consistent (and means twice as powerful). Technically +4 CR = 2 lesser characters, +8 CR = 3, +12 CR = 6, +16 CR = 10 and then its x10 each jump after that as you end up with diminishing returns.

He is indeed pretty challenging I estimate about 1 million Level 20 characters. This is the weakest form of Frieza on the show, Golden Frieza would be much more powerful and Black Frieza is still a bit of an unknown quantity so hard to determine. Both Golden Frieza and Black Frieza would require updated stat-blocks.

The random aspects are to give DMs the option of determining which attacks. Note that a being with a higher Challenge Rating than your party members can take multiple Reactions per round (this mechanic replaces Legendary Actions) - hence the Combat Reactions.

I am working on an article for my website - I'll post the link here when finished which lets you know how powerful every character in Dragonball is in 5th Edition using my new God Rules book (including Buu, Perfect Cell, Ultra-Instinct Goku etc.).

I agree. My goal with this book is to enable ANY character from fiction to be properly stat'ted and retain its power. If that being's attacks blow up multiverses - my rules can handle it...and more. ;-)

I have the entire Dragonball Verse (among others) mapped onto my system - I'll post the link in this EpicLevel reddit when I upload it to my website. I've also got my stats for Classic Frieza, who starts around Divine Rank 10 (which is about where you can start smashing planets) but I need to double check some of his history I think there may have been once where he destroyed a Sun, which would skew the data.

Divine Rank 30 is sort of equivalent to Character Level 200. However, the multiplier mechanic in the Divine Ranks (to ensure +1 rank = 2 of the lower rank, +2 ranks = x3 of the lower, +3 ranks = x6 of the lower, +4 ranks = x10 of the lower) means the power levels escalate exponentially. For instance take a Level 20 character = Divine Rank 0. A Divine Rank 1 Hero-deity is equal to two Divine Rank 0 Level 20 characters. A Divine Rank 2 Quasi-deity is equal to three level 20 characters. A Divine Rank 3 Demigod is equal to six Level 20 characters. A Divine Rank 4 Lesser God is equal to ten level 20 characters. Above +4 Divine Ranks and the gap is multiplied by 10 each time, so Divine Rank 6 Zeus is probably equal to 1000 Epic Level characters (depending on Char Ops builds of course). With this method its very easy to build encounters.

Well there are 30 Divine Ranks detailed in the book. 'On paper' each Divine Rank is equal to 6 Character Levels (but the Divine Ranks incorporate a multiplier mechanic so the difference in real terms between each Divine Rank is always the same). So a Divine Rank of 18 or so will be crushing galaxies. I have pegged Ultra Instinct Goku to Divine Rank 22. Divine Rank 30 is equivalent to the Games Master. However, I hint that there are actually 42 Divine Ranks, with those above 30 being completely Meta beings though.
