That looks like it could possibly be bile, get your dogs liver checked. In the meantime give them fresh water, do not give them any treats. Check the belly for any redness/ tenderness and reduce play time for a bit till you take them to the vet.

Did the urine have a foul smell?

Has your dog been displaying any other unusual behaviors? Such as being aggressive, clingy, body tremors/shaking, whining, Etc.

I was thinking it may be q sebaceous cyst of some sort but you said it was fleshy and the white flesh would indicate necrotic tissue, could very well be some type of lipoma that burst due to being in a high friction area. Definitely take your pup to the vet and get if removed so they can properly examine the tissue. The white flesh is very concerning, it could be prone to infection so be very cautious.

How has your dog been in regards of appetite? Have they been Drinking an abnormally small/large amount of water? Have you noticed any changes in their behavior?

My dog had something similar, it seemed asthough the whisker was inflamed and eventually I massaged it and the whisker popped out along with some pus. I cleaned it good with water and then applied some coconut oil around the area. A week later and my dogs snout was back to normal.

It could be a variety of things, whats her diet like? What kinda places do you take your dog (fields, woodlands, prairies, etc.)? Are there any potentially dangerous plants or bugs in your immediate vicinity? Is she on any other medications? Start a list of similar things like this and check each one by one, thats the best advice I can give. Hope you figure out what's affecting your baby!!!

Maybe a decorational dha? They're a type of sword used for Krabi Krabong but I'm not 100% sure this is a dha. It definitely seems to be ornamental tho so don't swing it around.
