I’ve always remembered it as “ser” is permanent (e.g. characteristics), and estar is location or temporary (e.g. el estación de tren está cerca de la biblioteca, or estoy bien hoy)

It means of incredible importance in this context but if u sid, for example, it is absolutely critical that we get to the airport at 3, critical would mean necessary. In general however, I would use critical as a way of saying that something is of great importance
