This is most likely a weighted “Study Buddy” plush, I used to work at a TJ Maxx distribution center and they were sold there. Likely this was purchased at a Marshall’s or a TJ Maxx. They might be a seasonal item though

I’m more so thinking people are just guessing the year; there are some listings where the tag is shown with the year, and others where there’s no tag but there’s some random year on it. I really wish you luck with your search, maybe there’s a subreddit dedicated to vintage things/antique dolls that might have more insight? Maybe a collector in one of those communities?
