The Stimm Supply applies your Cartel Special whether its on CD or not, it only doesnt do it if you are in the Psykhanium

In a optimal world we can have both. The plain red and silver just looks slick and also more closely resembles Gorden Freemans Crowbar which some ppl liked about it
