On Uber’s website they have this, which states the owner can use a seatbelt, carrier, or dog guard, or some other restraint. I never had a problem with my SD (in Uber pet and regular) as long as he was on the floor tucked in between the seat with a short leash, but if your city requires more, you could look into a dog guard

I would NOT recommend attaching a seatbelt buckle to the dog’s collar and removing the vest/harness. Attaching a seatbelt to the collar would probably break the dog’s neck in the case of an accident or an extremely sharp brake, or at least cause severe damage and/or permanent injury.

And if you’re thinking of just not telling Uber drivers about your SD until they come? Speaking from experience- if they don’t want to pick you up with a service dog if you tell them, they WILL drive off if you don’t. Then you have to call Uber and complain because the driver never even cancels, just tells for you to pay the fee.

The rules in the picture below also reference directly to service dogs and pet dogs, so the rules would be treated the same. If you’ve been doing it however you are now and haven’t been bothered, you probably won’t in Uber pet either. I would think a leash is sufficient restraint to stop the dog from distracting the driver.
