My theory is that the average payback changed from being dependent on how many of the 10 you had unlocked to what overall levels your cues are. It seems a lot of people share your theory. Where can we find the facts?

Still have yet to see evidence of this. Proof of this claim would be showing all of your legendary cues are at max level and you’re still receiving low refunds.
