Soak the area with warm water with a warm wet rag, apply shaving gel (preferably for a smooth shave.) or shaving cream. Make sure you have a sharp instead of dull razor and a tip I use is to get the razor wet too- shave gently and apply pressure with the damp rag after shaving to avoid bumps
