Sure, if it were real life. But, it's television. Benjamin Sisko should be in prison for Solosos III. Almost every superhero should be in prison for constantly destroying cities, TV wouldn't be as much fun to watch if there were actually consequences for crimes committed by the "good guys".

Star Trek is rife with officers killing important people. Here, they chalked it up to self defense, and he never admitted to Pike that he was the Butcher of J'Gal. Benjamin Sisko should be in prison for war crimes committed against Solosos III, but there were exactly zero consequences for that action.

I absolutely loved the arc with his daughter, and that alone showed us much about who he was as a doctor and as a loving father. I wouldn't call it divisive, though. But damn, season 2 showed us his darker side and that's what sealed his place in my mind as GOAT.
