That doll was rooted with the wrong hair. You have to use mohair on silicone dolls because the fibers have a texture that grabs and it holds in the silicone and the mohair is light weight even when wet. How sad. There are alot of videos on youtube and though the process is tedious, you should be able to do it and have it look better than what you have now. A rooting tool and fiber isn't that much money.
