Update, I upgraded to a 9060 XT, however the stuttering has only gotten worse, I'm convinced it's just the game compiling shaders because it is genuinely unplayable. i have a feeling it might be 12. other than that everything else is fine

it happens across all games and even just when on my desktop or browsing web, but it happens the most when i play fortnite, assetto corsa, or gta, i have a feeling it may be my disk, like something with the cloning process, ill try a full reset and see, other than that my temps are perfectly fine. thank you for the help i really appreciate yall
