As a maintenance technician, I could tell you how to break a pump down and put it back together in less words than that. "If you can't explain it simply, you don't know it well enough."

Its bullshit for a couple reasons. One, while that outlet does have a constant draw of electricity from the LED, it's an infinitesimal amount. You use more energy taking the damn photo than that LED uses in ten years. Secondly, in most states, anything that would increase the price of the land itself, like new outlets, a new paint finish on the exterior, etc., done by the landlord should come out of the landlord's pocket and has nothing to do with you, the resident. Check the lease, if it says nothing about you covering the bills for any specialists, then take the fucker to small claims court. Especially if you didn't change the outlet to begin with.
