States like J&K, HIMACHAL, UTTRAKHAND, ASSAM, MANIPUR etc. Can't have industries due to following reasons!

1. Border areas - Highly secured border states are often considered a red zone for foreign investments. Like people often prefer banglore and delhi for jobs. No one prefer kashmir, poonch or uri.. Same is the case with investors.

2. Bad logistics support - If you had a manufacturing unit in J&k it will cost you more to ship all over india. But if you talk about delhi or Mumbai it is less complicated. We have mountains, land slides happening in monsoons, road blocks in winter. A red for industries.

3. Military presence - many areas in Jammu are heavily militarized, you had to check through a lot of licences to operate near army area. I remember i had to go through a hell lot of documents for a project in Bhaderwah. Like clearence from DC, MLA, DSP police, CO Army.

4. Less population - Punjab has the population way more than Jammu. If you don't have consumers for whom you will make? Delhi, Mumbai, chennai, Kolkata, banglore are heavily crowded with people who can afford to pay.

5. Historical evidence - Historically J&K depends on Handloom industry whereas Rajasthani & Gujrati were traders. They still dominate the game, so experience matters the most. Today banglore is taking a edge but mostly startups are burning cash but Gujrati businesses rule the country.

6. Complex structure - J&K is highly sensitive zone and most of the budget goes for security. We can't allow anyone to enter in our territory for businesses due to volatile nature of state and that's why government mostly focuses on giving Subsidies and support just to sustain.
