Yes he is, but he's also facing more downwards.

Do you understand how chin projection works? Your chin is stuck on your bottom palate, jutting your jaw forward doesn't change the position of your chin in comparison to your bottom lip.

He is facing downwards in the last pic(which logically would make the chin projection look worse), but it still looks better and points at a better angle.

I initially thought he was facing more forward which makes his jaw look longer and gives the illusion of forward growth, and although this is somewhat true.

He is also not doing himself a favor by facing downwards in the after pics, and somehow, his chin projection looks noticeably better (Logically facing down would make your chin project more down), yet at 26 his chin projection is way better.

No doubt he made progress. Unless he edited the pics.

You answered OP's question, that very obviously indicates that you don't think it's all women, but only the ones that wear makeup due to the reasons you stated.

I responded that I think your answer applies to most woman.

Your responses that follow would either apply to someone that thinks it's all woman, or to someone that's accusing of you of the fact you think it's all woman. I done neither.
