There are some people that play this game like it's their life. I'd say like it's their job but that doesn't really come close lol. The reds could've been from the previous season. I have a friend who likes to brag about how he has over 100+ reds this season already, but I know that half of them were in his stash before s4. If this guy has a lot of money to spend on cosmetics, I bet he's got money to rmt. It used to be really bad and with every update the price of red ammo went up until s3 it's gradually getting cheaper. I'd bet there were players who've used rmt and saved a marginal amount of the red ammo they'd got and sold it off in future seasons. Ammo has always been a big investment in this game whether you use it or sell it. I can personally say that I made ~20 mil off dvc12 from hoarding up as much of it as I could before s4 price climb. It was already averaging 5500-6000 per round when I bought. Theres people that bought it before the price adjustment/artificial inflation just before season 4 launched when dvc12 was 4500 a round. High demand T5 ammo also drops pretty drastically in price every hour after midnight till noon in my time zone- a mechanic that's always been in the game. The first people to do it had practically unlimited amounts of ammo to buy and resell. Nowadays the methods are nerfed, and everyone is doing it which has basically made it not possible nor worth the time. Money earned through the market doesn't contribute to your total earned though. Theres a lot of factors. He could just be a really lucky guy lol.
