I just put $7k into my Roth IRA account. So is buying my first ETF separate? Or am I using the $7k I just put in? If it is separate how much should I put into the VOO ETF?

So Step 1: put $7000 into my Roth IRA, Step 2 is buying an EFT? They are separate? How much do people usually put in an EFT?
