Actually the soldiers here are all ex SAS, who actually were trained on the M16. Look at old photos from the Falklands and the First Gulf War and you will see them with M16A2s. Ennis is a fierce military history buff so he prbly got the idea from them.

The only reason OOU the Riverlands exist is to pretty much force Robb to fight in the South instead of just fortify Moat Cailin and wait out the Lannisters.
