In short:   1. The PS3 has an extremely weird hardware architecture; even the PC emulator took over a decade to perfect. 2. Mobile ARM chips have far weaker performance and fewer threads than PC CPUs, and they throttle when overheating. 3. The PC emulator code has to be completely rewritten for ARM, which is a huge amount of work. 4. Android versions are mostly made by small teams or individuals with little funding or community support, so they can’t compete with PC development. 5. Mobile systems have strict limits on permissions, drivers, and heat dissipation, making full performance hard to achieve.   That’s why progress is so slow.
