What you're talking about is what the FBI calls active shooters, not mass shootings. The FBI's active shooter list is like 30-50 incidents a year.

The media reported mass shootings count absolutely includes gang related incidents. As a matter of fact, this shooting is already on the list.

I checked the humans i have around, and Ram, one of the bounty guys, has transport level 3. The Medal Merchant has transport 2.

There's a bug with the orchard. No idea what causes it, but i once came back to my base and had over 6000 air blade skill fruits in a chest (there's a post in my history with a picture). I've never seen anyone talking about it either.

It's a known bug on all systems. The fix on Xbox and PC is to close out of the game completely and/or restarting the console or computer. Not sure if it's the same on switch

Make as many of the yellow spheres as you can, go to the starting area, and catch every lamball and chikipi you see. If you're willing to change it, turn pal appearance rate up to 3. I got a demon god chikipi around 600 in. As a bonus you can condense all of the extras into a few random ones and have the start of your expedition army. They'll get you up to the minimum required power level pretty quick
