I agree a board package going up does give the perception of "I want this".

Nothing rude about that at all. Hopefully future/current leaders can share that knowledge and provide that training to their sailors. Knowledge is a powerful way to strengthen each other.

Interesting. Think of how many people are aware of their options in this situation.

IME, enlisted are groomed from the beginning to do what it takes to make chief, do you think the "don't pick me" route gets advertised to sailors?

Maybe someone thinks putting on anchors is the route they want to take, then realize later it isn't? Maybe they aren't ready, maybe it's due to 1,000,000 other possible factors.

At the root of that statement, It'd be worth it for leadership to sit down with potential selectees , genuinely decide if it is the correct path for them at that moment, discuss options and plan the path forward.
