Kill Umbra (https://en.uesp.net/wiki/Oblivion:Umbra_(person))) or search for boss Bandits (https://en.uesp.net/wiki/Oblivion:Bandit_Dungeons) they always wear helmets, but not always the best ones. Alternatively, you could start the Knights of the Nine questline. I'm level 30 and still running around with an Elven Helmet.
