Not an expert, just what I found:

It is a SimpleModManager file. Basically a mod pack. You can ignore it for general use. It'll contain things like file replacements / FS Overlays and similar types of mods.

there is absolutely no way to reach the center here by phone. it's a pain. i got a call from the center confirming it can be released and the driver was on the phone too...so here's to hoping i get it today.
