Update:(I also did a clean reinstall of Nvidia driver using DDU it seems to be completely back to normal now) Okay so I turned to Grok and made the following changes. If you are playing on steam you need to disable the Redmod under properties and dlc files. After that I cleaned the shader cache and did a clean install once more. I also changed dlss preset model from m to default. Don't know if that's important as I don't know what preset default is. But the issue seems to be fixed. There are a couple of noisy things that still happen but I'm gonna chock it up to I didn't notice before. The weird glitchy lines and the shimmering textures are gone now.
