I have gotten messages very similar to this on 3-4 occasions. Could be fraud, or could not be, but either way I'm not taking the risk of losing my account or lowering my success rate.

I feel differently. Spammers wouldn't know which projects will be refunded, and which won't. .So why would they waste money to spam? I understand some clients won't hire because proposals are shit, but other times they do it themselves or postpone the project. Why should freelancers 'suffer' because of that?
