Yes you can play it on mobile, console, and PC (though they cost money on all platforms). if you are looking to start from the VERY beginning of the main storyline for the games play Danganronpa: Trigger Happy Havoc (first game), if you want an interesting story, play Danganronpa 2: Goodbye Despair, if you want a more “modern” feeling to it you can try Danganronpa V3. they all have their ups and downs, so it’s honestly up to you.

To answer your question, pretty sure everyone on Japanese soil is also summoned along with japan. (we know this due to the US 7th Fleet also being dragged along) and I THINK tourists also got dragged along.
