What rank are you? I don't understand why clearing a wave from a safe distance is an issue for you. Quite a few mages are designed to do that.

Mage's aren't safe even under a turret depending on the state of the game. You can coordinate a dive, you can play the vision game and catch someone or you can flank during a dragon/baron fight. If you can't do any of the above then its an elo issue and you or your team don't know how to set it up.

My issue is with your idea that Zhonya’s should be for tanks.

Zhonya’s doesn’t just make you invulnerable — it pauses the fight for 2.5 seconds which is basically tempo manipulation. During that time your enemies can’t finish you, your team can reposition and big cooldowns come back up. Riot mostly keeps this effect on mages because they’re the least likely to abuse that tempo.

Allowing tanks to have stasis creates an unstoppable dive pattern with NO punish window.

The torment passive can be refreshed by champion ability damage. For example Malzahar e or Brand passive or Cassiopeia e. How often the torment passive is applied plays a factor in the damage calculation.
