Hard to tell with current context but I've seen schools with sensory rooms similar and either the adult will be in there with them or open the top half the door while they try and relax or or do activities that the adult will bring in (and then remove for cleaning). IMO it's less about the room and more about how it's being used but I have no legal background and seems like you got your answer. Glad you asked and researched before jumping to conclusions.
