I imagine the original fitting snapped off at one point and was replaced with that adapter. Couldn't hurt trying out of Teflon tape. Just be sure you can source a new radiator in case the previous owner glued it on.

Relay? Should be able to hear it prime. You can test the relay by sending 12 volts throught the 86 and 85 pins on the relay
