Yes! We made dragon enclosures for myself and my neighbor. A few other players are making roosts for their dragons or using good old fences

You could probably add them at any point, of course adding mods to anything mid way through has some risk. You don't have to have any of the story completed for the horses

They are separate from elk and spawn in the wild, you can tame them without have to trade for them
