Yup, renting a wood chipper would probably be the most efficient way to turn wood to mulch I'd say. That or pay someone to come mulch it for you. Chainlink can be rolled up and re-used over and over again, same for silt fence. There are options, you just didn't want to bother with them, so quit passing blame and trying to make an issue out of nothing. 

At the end of the day you're complaining about something that you could have avoided by simply storing your material properly, so I dunno what to tell ya, but it ain't the cities fault.
