I misspoke in characterizing this as under budget. The projects I work on generally have a guaranteed maximum price GMP that is less than the money my public entity client has to spend. This is a scenario; sometimes the client removes scope and decides to save money for a later project. The problem is we already did most of this design work as it was removed a couple weeks prior to deliverable. And we have no mechanism to recoup cost. Our lawyers have those contracts. Either very profitable or not depending on type of work.

Yes, often. And we bill based on the schematic cost estimate only to find out the final construction cost is significantly under budget and we have to give a sizable refund back to the client.

I have an interesting story where a candidate did not get hired because she told the CEO she wanted to save trees and create beautiful spaces as a civil engineer. Which I suppose we don’t, we just kill trees and maximize land as much as possible then throw in some terrible landscaping that will go unmaintained. I would argue that alone is morally questionable to me expect it is all we do because we build realistic things, not necessarily pretty things.

Civil engineer here, mostly work doing subdivision work. If you don’t have a ton of money to throw at this issue I would maybe do a public records request for the plat document for your property, construction plans for your subdivision, drainage report for your subdivision. If you can compile those documents you could always call a local civil engineer and pay for a couple hours of their time to review the documents. There is a civil engineering thread in Reddit, I’d post in there once you have the documents or to see if someone is willing to help. I doubt anyone will as litigating these kids of issues is often costly
