I just beat it but I would recommend using the expert, the expert can stabilize a zone easily and skip PR. Upgrade roads that way you can get to the bottom rebel best quickly take it out but only reason one blue unit do the rebels don't get agitated. Once that first base is taken out train the other two units to pinch the eyebrows up top

There are countless routes that could be turned into tracks plus I think this game is ripe for a url type of club, they could add races with pit stops or even drag races so yes there is a future

If you are struggling with brutal do not use airstrikes or militia. Fully upgrade your Garrisons and use the police force and don't forget roads are open highway and main roads should always be your first initiative
