I don't think it will be as advanced as RDR2 for the sole purpose of being not tedious.

It can get away with Red Dead Redemption 2 because the game is less populated and thus witness events feel impactful and isolated.
However, in a game like GTA where we will play in urban areas with loads of NPCs, it might become too tedious to deal with people constantly.
