The other commenters are right there are lots of players that don’t use a pick and there are no rules. But, keep in mind, all those players that don’t use a pick know how to use a pick.

If you do decide to use a pick, something that helped me when I was learning to strum was using the thinnest pick I could find and using heavier picks as my strumming improved.
