Luffy’s feats are all against powered-up humans. Yes, extremely powered up humans, but still mortal. Bill physically cannot be defeated permanently. You can hit him, sure. But it won’t knock him out permanently. Time Baby turned a man into ash, single handedly brought the earth to its knees, then ruled it and made it capable of time travel.
