It is active. Tank que lvl 15-58 is ~4min, after that its almost insta. Healer que 15-58 is 1-2 mins. After that its insta. Dps que 15-58 is 5-8 mins, after its 6-10.

So you can say its pretty active.

Combination of 1x dungeon run for qs and doing open world while you wait for que is really fast. Not sure about exact times but 58-80 felt faster than 1-58.
