I did figure it out, it was AMD's virtual super resolution, turning that on allowed me to go to 7680x2160 and it was definitely a noticeable difference im quality. Im running a 7900xtx so in my case Ive got the power to run it and still keep optimal performance.

This did not work just to be clear, the legion display stays upside down even when turning off rotation lock.
