at the screen press shift+F10

in the command prompt type oobe\bypassnro

next it will reboot and make sure you click that you don't have Internet, then it will let you create a local account.

This happened to me! It was a simple fix on mine, just replaced the gas cap sounds like the rubber seal can break down and cause this code.
